BACKGROUND INFORMATION:
The City follows the State of California requirements when establishing posted speed limits on City streets. The Engineering and Traffic Survey (ETS) includes three primary factors when establishing posted speed limits on a roadway segment. Those factors are prevailing speeds, collision data, and unexpected condition. Prevailing speed is defined as the “85th percentile speed” or the speed in which 85 percent of the traffic is moving and is determined by conducting a speed survey of at least 100 vehicles traveling with free-flowing speed in an unimpeded roadway condition. Collision data evaluations are based on the most recent two-year period. The unexpected condition factor considers the roadway, traffic and roadside conditions that are not readily apparent to the driver. Other characteristics, such as residential density (number of houses fronting the street), pedestrian and bicycle safety, and roadway design speed, are considered as appropriate. ETS’s for streets with posted speed limits are typically re-evaluated on a 7-year cycle. Results of the ETS are evaluated by the Public Works Department and recommended changes are further reviewed by the Police Department.
Staff recently conducted ETS’s on the following seven streets: Cherokee Lane, Church Street, Central Avenue, Thurman Street, Pixley Parkway, Industrial Way and Auto Center Drive. Thurman Street, Pixley Parkway, Industrial Way and Auto Center Drive are located in the industrial area east of SR 99 where currently, there are no established speed limits for these roadway sections. Based on the State-mandated requirements and the ETS findings, staff is recommending setting the speed limit as follows:
• Thurman Street (Beckman Road to Guild Avenue) 35 Miles Per-Hour (MPH)
• Pixley Parkway (Kettleman Lane to Auto Center Drive) 35 MPH
• Industrial Way (Beckman Road to Guild Avenue) 40 MPH
• Auto Center Drive (Beckman Road to Guild Avenue) 40 MPH.
See the attached map in Exhibit A for additional information.
Staff recommends reducing the speed limit on Church Street from 35 MPH to 30 MPH from Tokay Street to Lodi Avenue (Exhibit B). No other changes are recommended for the remaining segments of Church Street. The current speed survey for Church Street expires in October of this year which would render the speed limit unenforceable at this location. Adequate lead time (subsequent to Council approval and prior to the expiration of the survey) is needed to allow crews time to procure and install new signage and pavement markings reflecting the new speed limit.
As shown in the ETS’s (Exhibit C), the recommended posted speed limits are based on the prevailing speeds (85th percentile speeds), residential density, pedestrian safety and collision rate similar to the Citywide average rate. All the updated ETS are on file in the Public Works Department.
It is recommended that City Council consider approving this resolution to repeal and replace all prior amendments to the City’s Traffic Resolution and consolidate all prior versions into a single document (Exhibit D), and implement new recommended speed limits on Thurman Street, Pixley Parkway, Industrial Way and Auto Center Drive and a reduction in the speed limit on Church Street from 35 MPH to 30 MPH from Tokay Street to Lodi Avenue as noted above.
