body
BACKGROUND INFORMATION:
The City of Lodi owns and operates 30 emergency standby generator sets that range in size between ten kilowatts (kW) to 2000 kW located at critical facilities. Examples of these facilities include fire stations, water wells and Surface Water Treatment Plant, sanitary lift stations, White Slough Water Pollution Control Facility (WSWPCF), and the police station. In addition to normal maintenance and repairs, WSWPCF periodically requires backup power during planned service interruption to the Northern California Power Agency’s power plant, located adjacent to the treatment facility. A 2,000-kW generator rental is necessary to meet State requirements of redundant power supply. In the past, WSWPCF has experienced service interruption lasting up to 21 days.
Specifications for this project were approved on April 2, 2025. To be qualified to bid on this project, contractors were required to provide Certified Caterpillar Generator Technicians to work on City owned Caterpillar Generators. This requirement was based on the City Council’s approval on February 19, 2003 of the standardization of standby electric generator systems to Olympian as supplied by Caterpillar as a sole source manufacturer, see attached Exhibit A within the Contract. This action was intended to simplify maintenance including reduction of part inventory costs, lessen the necessity of specialty tools including computer software, improve operations and reduce maintenance training. As a result of Council’s direction, all 12 of the City’s standby generators over 125kW in size were manufactured by Olympian/CAT. This includes the largest 2,000kW generator for the WSWPCF. Smaller generators have been purchased by the City for the remaining 18 generators of miscellaneous manufactures.
The City received two apparent responsive bids on April 30, 2025, shown below. Holt of California included CAT Certification within its bid proposal for three technicians. Bay City Electric Works (Bay City) did not. Staff delayed the decision to award the Contract to allow the Contractor time to produce the certification, but after 23 days, none was provided. Therefore, Staff deemed the Bay City Bid nonresponsive.
