Adopt the Resolution Authorizing the City Manager to establish an eligibility list for Professional Recruitment Services, place CPS HR Consulting, Mosaic Public Partners, and Tripepi Smith Talent Solutions on the eligibility list, authorize City Manager to execute on-call agreements with all three firms in a form approved by the City Attorney, and establish a $120,000 limit on professional recruitment services for Fiscal Year 2025-26.
body
BACKGROUND INFORMATION:
On July 16, 2025, the City Council authorized staff to release a Request for Proposals (RFP) for professional recruitment services in the current fiscal year. The Council also authorized an ad-hoc Interview Committee (“Committee”) consisting of two Councilmembers and a Human Resources (HR) professional to interview the top-ranking firms and make a recommendation to the City Council. Mayor Pro Tempore Yepez and Councilmember Craig- Hensley were appointed to the Committee and Retired Annuitant Adele Post served as the HR professional.
Staff received nineteen proposals in response to the RFP. Each proposal was reviewed and ranked based on adherence to RFP instructions, expertise and experience with similar projects, project understanding and timelines, and the overall cost. The Committee reviewed all proposals and selected the five (5) top-ranking firms to interview. Based on the interviews, the Committee recommended establishing on-call contracts with CPS HR Consulting, Mosaic Public Partners, and Tripepi Smith Talent Solutions.
The City’s Purchasing Policy provides for on-call contracts with multiple consultants providing the same or similar services and suggests maintaining an eligibility list by which the City may enter into annual on-call professional services contracts with firms selected from the list. Additional firms could be added to the eligibility list in the future.
Therefore, staff requests that Council adopt the attached resolution authorizing the City Manager to establish an eligibility list for Professional Recruitment Services, place CPS HR Consulting, Mosaic Public Partners, and Tripepi Smith Talent Solutions on the eligibility list, authorize City Manager to execute on-call agreements with all three firms in a form approved by the City Attorney, and establish a $120,000 limit on professional recruitment services for Fiscal Year 2025-26.
STRATEGIC VISION:
3A. Fiscal Health: Promote City's transparency & fiscal fluency.
FISCAL IMPACT:
The number of recruitments is not certain at this time. While recruitment expenses should be covered by existing appropriations made available by the vacancy, the proposed resolution establishes a total not-to-exceed amount of $120,000 for professional recruitment services for fiscal year 2025-26.
FUNDING AVAILABLE:
Funding for potential future recruitments will be made available by the department in which the vacancy exists.
