BACKGROUND INFORMATION:
The Internal Services Department consists of several divisions, including Information Technology, Human Resources, Budget, Accounting, and Revenue. Staffing within the Revenue Division includes eight (8) Customer Service Representatives, and two (2) Utility Billing Specialists that report to a Customer Service Supervisor.
The proposed annual salary range for the Senior Utility Billing Specialist is $62,854.12 to $76,399.57, which is ten percent (10%) above the Utility Billing Specialist annual salary (top step to top step).
This role of a Senior Utility Billing Specialist is a necessary and strategic step to support the department’s success. At this time, there is not a dedicated lead over the billing team, which creates gaps in guidance, training, and timely decision-making. Establishing a lead will provide clear oversight, hands-on support, and consistent direction for staff. Specifically, this is an advanced journey level and lead worker classification that is distinguished from Utility Billing Specialist in that this classification performs the most complex customer service tasks that require analysis, judgement and decision making. This position may also train, mentor, assign and monitor the work of lower-level positions. This position will also ensure accuracy in complex billing functions and offer critical assistance to departmental staff during high-demand situations. With a designated lead in place, workflow efficiency will improve, and both Billing and Customer Service operations will run more effectively.
The job description, Attachment 1, and salary range have been reviewed and approved by American Federation of State, County and Municipal Employees (AFSCME Council 57).
Upon approval by Council, the Internal Services Department budget will be amended to add one Senior Utility Billing Specialist and to delete one Customer Service Representative.
FISCAL IMPACT:
Estimated cost for FY 2025/26 will be $11,800.
