BACKGROUND INFORMATION:
In late 2024, the City of Lodi began collaborating with San Joaquin County (SJC) and SJ Health to explore an expanded partnership to support the region’s most vulnerable populations through transitional housing and behavioral health stabilization services. This partnership represents a strategic realignment of resources to better address homelessness, mental health crises, and housing insecurity.
As the Access Center Project advances through construction and implementation of these previously approved components, several contract adjustments are necessary to support continued coordination, required closeout activities, and the incorporation of previously awarded funding and are outlined below.
NJ Associates - Amendment No. 7 ($65,000)
This amendment covers additional architectural and construction administration services required to integrate the Behavioral Health components into the project.
Per page 2 of the agreement with San Joaquin County Behavioral Health Services (Attachment 3), the scope of work for Behavioral Health Bridge Housing (BHBH) funding is specifically limited to renovating the Access Center to create 12 transitional respite beds for individuals experiencing homelessness or at risk of homelessness with behavioral health needs.
These funds are restricted to capital improvements, and additional architectural coordination which is necessary to ensure that all mechanical, electrical, plumbing, and related building systems are properly designed and integrated to support the intended use of the space. This amendment ensures those improvements are implemented correctly and in alignment with the funding requirements.
This amendment also includes the development of a video walkthrough of the completed facility. This tool will support ongoing and future funding efforts by providing grantors, philanthropic partners, and other stakeholders with a clear understanding of the project, its design, and the services it supports.
Together, these efforts ensure the project is not only constructed correctly, but also positioned seek further funding sources for long-term operational success.
Terracon Consultants - Amendment No. 2 ($20,000)
During construction, environmental conditions were identified that required additional testing and documentation, particularly related to soil conditions.
As these conditions directly impact the site and its development, this work is part of delivering a compliant capital project. The additional testing and reporting are necessary to meet regulatory requirements and properly close out the project.
This amendment ensures the project remains in compliance and that all required environmental documentation is completed.
Bobo Construction - Solar Design and Installation ($125,000)
The solar component is funded entirely through Energy Efficiency and Conservation Block Grant (EECBG) funds, which were specifically awarded for energy efficiency and renewable energy improvements and are limited to eligible uses such as on-site solar installation (Attachment 4).
While the City initially considered completing the solar work under a separate agreement, incorporating it into the existing construction contract with Bobo Construction was determined to be the most efficient approach.
This allows for:
• Seamless coordination with ongoing construction
• Avoidance of a second contractor mobilization
• Ensuring the system is installed and operational at the time the Access Center opens
In addition to project efficiencies, the installation of solar provides long-term benefits to the facility, including:
• Reduced ongoing utility and operating costs
• Improved energy efficiency and reliability
• Greater long-term sustainability of the Access Center
This approach minimizes disruption, reduces duplication of effort, and ensures the project is delivered as a complete and fully operational facility.

FISCAL IMPACT:
The total cost of the proposed amendments and change order authority is $210,000, which includes:
• $65,000 for NJ Associates, Inc. (architectural and construction administration services, and walkthrough video)
• $20,000 for Terracon Consultants, Inc. (environmental testing/reporting, and special inspections)
• $125,000 for solar design and installation through Bobo Construction, Inc.
The original construction contract with Bobo Construction was awarded in the amount of $9,866,433, with $600,000 in approved change order authority.
Since construction began, approximately $1.4 million in additional costs have been incorporated into the project. These costs are primarily related to environmental conditions identified during construction, along with necessary coordination, compliance requirements, and the integration of the Behavioral Health improvements funded through the previously approved infrastructure agreement with San Joaquin County.
Separately, $125,000 is being requested for solar installation, which is supported by the Energy Efficiency and Conservation Block Grant (EECBG) funds.
The proposed amendments and change order authority are supported through previously identified and secured funding sources. Revenue and Appropriations have already been allocated through prior Council actions through the acceptance of various grants and appropriated to the Access Center Capital Improvement Project. There is no impact to General Fund at this time.
Additionally, there is no impact to the set-aside for first year of permanent Access Center Operations of approx. $1.6 million. Negotiated operator agreement to be brought forward at a future City Council Meeting.
