BACKGROUND INFORMATION:
The City is permitted by the State Water Board to discharge stormwater into the Mokelumne River under the statewide general permit for small municipal storm sewer systems (referred to as MS4s).
The State has mandated that all trash (items as small as a cigarette) be collected prior to discharging to rivers or streams, and has specified a compliance deadline of December 2030. Trash that blows out of overfilled garbage cans (or littered) gets washed into our storm drain system and discharged into the river if it is not captured prior. Approximately one-third of the City’s storm drainage system ends up discharging into the Mokelumne River.
This project installed a trash capture device in the storm drain line in River Point Circle (see attached Exhibit A). The device will filter trash as small as a cigarette butt from the storm drain system before it is discharged into Mokelumne River. This project was the fifth phase of the stormwater trash collection projects.
On November 19, 2025, the Council approved plans and specifications for this project, and authorized the City Manager to award the contract to the lowest bidder and execute change orders in a combined amount not-to-exceed $600,000 (Resolution 2025-199). The bid opening was held on December 17, 2025 and the City received the following two (2) bids:

The contract was executed on February 19, 2026 to Swierstok Enterprises of Orangevale, CA in the amount of $368,400.
All work was completed in substantial conformance with the plans and specifications approved by City Council. The final contract price was $400,740.99 with one (1) change order totaling $32,340.99
Change Order No. 1 ($32,340.99) addressed the need to expand the removal and replacement limits of the asphalt pavement, and add to the thickness of the asphalt section to match existing street conditions. This change was done in cooperation with the homeowners association, which is responsible for the maintenance of the private street.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
This project will slightly increase annual storm drainage maintenance costs associated with emptying the trash capture device.

This project was funded through Wastewater Capital (PWWW-21003).
