body

BACKGROUND INFORMATION:

The Transitional and Supportive Housing Project on Main Street is an adaptive reuse of an existing hotel to convert it to 40 +/- units of transitional and supportive housing units. The project would allow for individuals that have jobs or other steady income (SS, SSDI, VA, etc.) to be housed in a transitional setting with continued wraparound services until they are able to progress to other permanent housing opportunities.

The City was allocated several grant resources towards the project and have finite resources allocated towards the Main Street Transitional and Supportive Housing Project as noted in the prior Council actions.

On August 16, 2023, Lodi City Council authorized the City Manager to execute all agreements necessary to complete the 22 S. Main Street Transitional and Supportive Housing Project in a form acceptable by the Interim City Attorney, in a collective amount not to exceed $550,000, for all agreements associated with this Health Plan of San Joaquin (HPSJ) grant funded project.

On December 20, 2023, City Council authorized Interim City Manager to reject all bids, to re-advertise for bids, and to execute any other related agreements in a form acceptable by the City Attorney, in an amount not to exceed ($900,000), and execute change orders ($100,000).

On January 18, 2024, the Community Development Department released the advertisement for bids. The City received the following four bids on February 12, 2024:

Bidder

Location

Bid Amount

All About Building, Inc.

Antelope

$709,000

CNW Construction, Inc.

Rescue

$809,048

Torres Project Management, Inc.

Dixon

$895,000

Diede Construction, Inc.

Woodbridge

$1,014,100

Although several bids came in within available grant resources, there were anomalies in the two lowest bids and Staff is recommending to reject all bids and authorize a re-advertisement of bids.

Any agreements executed within this requested authority will be brought to a future City Council meeting for ratification to ensure transparency of the overall project and compliant use of the grant funding.
