BACKGROUND INFORMATION:
In 2013, the accessibility and parking improvements for DeBenedetti Park were completed. This project consisted of two Americans with Disabilities Act (ADA)-compliant parking stalls, accessible paths to the bottom of the north and south basins, and completing the sidewalk along Century Boulevard. In 2014, the Public Works Department added a paved parking lot with 29 standard parking stalls with a turnaround area. In 2017, the parking lot was expanded adding 97 additional standard parking stalls and four additional ADA compliant parking stalls. This project addressed the need for additional parking and better parking lot circulation. Furthermore, portions of the one-mile loop trail were previously unlit, posing safety and security concerns.
This project included:
• Expanding the parking area with 171 additional parking stalls, 5 additional ADA-compliant parking stalls, and 10 electric vehicle (EV) charging stalls.
• Lighting for the new and existing parking areas as well as portions of the one-mile loop trail.
• A two-lane drive aisle to connect the south parking lot to Century Blvd.
• Water main and fire hydrant improvements.
On April 3, 2024, Council approved plans and specifications for the project and authorized advertisement for bids.
On December 4, 2024, bids were opened with the lowest bidder being Western Engineering Contractor Inc. from Loomis. Western Engineering’s base bid totaled $1,398,249.00, with bid alternates totaling $267,085.00, for a total combined base bid and alternates of $1,756,104.00.
On January 15, 2025, Council adopted Resolution No. 2025-007, to award the contract to Western Engineering Contractor, Inc., of Loomis in the amount of $1,756,104 and authorized City Manager to execute change orders in an amount not to exceed $180,000. The contract was executed with all of the bid alternates.
The contractor started work on March 24, 2025. The parking lot, walkways, ADA complaint parking, and EV infrastructure was substantially completed by August 29, 2025. Due to long lead times for electrical equipment, the full project scope was not completed until December 1, 2025. The EV charger units were not installed as part of this project as the City is still determining which EV charger brand / method they intend to utilize for owning and operating the chargers. The chargers will be installed under a future project once that determination has been made.
All work was completed in conformance with the specifications approved by City Council. The original contract was $1,756,104, with the final contract amount being $1,752,323.59. This decrease (through two change orders) was primarily due to the removal of (5) EV chargers and associated related work removed from the project scope. A breakdown of each change order is as follows:
Change Order No.1 (-174.39) Included removal of Bid Item Alternate #2 (EV Chargers) and included adding traffic striping at the intersection of Century Blvd and Sage Way to facilitate an all-way stop, per City’s request.
Change Order No. 2 (−$3,606.02) includes all additional unforeseen miscellaneous work required due to unknown site conditions, removal of Bid Item Alternate A2B (EV Conductor) from the project scope, and adjustments to bid item quantities utilized during the project.

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
There will be an increase in the park’s maintenance cost associated with the asphalt and lighting, however, these improvements will greatly enhance the safety, accessibility, and convenience to the overall DeBenedetti Park facility.

This project was funded through Parks & Rec. Impact Fees - (43799000.77020) PKCP-20004.
