body

BACKGROUND INFORMATION:

Stormwater discharges from the City of Lodi are regulated under the State Water Resources Control Board (SWRCB), National Pollutant Discharge Elimination System (NPDES) General Permit.  The General Permit, known as the Municipal Separate Storm Sewer Systems (MS4), became effective in 2013 and was designed to have increasing levels of regulatory requirements implemented annually over a five-year term.

On December 7, 2022, City Council approved a two-year Professional Services Agreement with WGR Southwest, Inc., with the option of two one-year extensions for NPDES Permit Compliance.

On December 4, 2024, City Council approved Amendment No. 1 extending the term through 2025.

The scope of services for Amendment No. 2, if approved, includes compliance tasks specific to the City’s MS4 Permit directly in support of City infrastructure and ongoing regulatory requirements through December 31, 2026.  Examples of the tasks include construction inspections, Stormwater Pollution Prevention Plan reviews, Trash Management Program and Pyrethroid (pesticide) Management Program assistance. Based on discussions and workshops with the SWRCB, it is estimated that a new or renewed Phase II MS4 Permit should be released in 2026.  WGR will assist the City with implementing the new permit requirements should be officially be adopted during 2026.

Staff recommends authorizing the Interim City Manager to execute Amendment No. 2 to the Professional Services Agreement with WGR Southwest, Inc., of Los Alamitos, for stormwater support services, in the amount of $81,806, for a total not-to-exceed amount of $298,574.
