body
BACKGROUND INFORMATION:
In 2019, the Lodi City Council adopted Resolution No. 2019-226 authorizing the City Manager to execute a 10-year grant agreement with the Community Foundation of San Joaquin for a total of $275,000 from the Stocker Grant. This funding supports the Parks, Recreation, and Cultural Services Department’s Aquatics Enrichment Program, which provides no-cost aquatic opportunities to low-income and underserved Lodi youth and families.
The Stocker Grant agreement spans from June 1, 2020, through June 1, 2030, with scheduled disbursements occurring annually. Eligible activities include free swim lessons, lifeguard training, swim league participation, sensory swim days, and free admission days at Lodi Lake Beach and Enze Pool, among other outreach and equipment needs.
Currently, Stocker Grant funds are housed within the PRCS general operating budget. However, due to the seasonal and evolving nature of aquatic programming and the multi-year timeline of the Stocker Grant, there are often unspent funds at the close of a fiscal year. These funds do not automatically roll forward, complicating program continuity and long-term planning.
To improve transparency and compliance with the Stocker Grant’s requirement to treat these monies as restricted assets, staff recommends:
• Re-appropriating unspent Stocker Grant funds from Fiscal Years 2023-24 and 2024-25 into Fiscal Year 2025-26;
• Authorizing automatic annual rollover of unused Stocker Grant funds through the end of the grant period (FY 2029-30); and
• Reclassifying the Stocker Grant from the PRCS operating budget to a dedicated special fund, in order to ensure transparent tracking of restricted Stocker Grant expenditures and more accurate reflection of departmental operating costs.
These changes will enhance fiscal management, safeguard grant integrity, and allow staff to implement aquatic programming in alignment with grant goals and community needs over the life of the Stocker Grant term.
STRATEGIC VISION:
3A. Financial Sustainability: Support long-term financial health and transparency by ensuring restricted funds are properly managed and tracked independently from general operating budgets.
6A. Parks Staffing and Sustainability: Support strategic program implementation by aligning staffing, reporting, and fund allocation with program goals.
8A. Public Well-Being: Increase recreational and cultural opportunities for all residents through inclusive, grant-funded aquatic programs.
8D. Youth Education and Mentorship: Provide youth with access to swim lessons, lifeguard training, and team-based aquatic opportunities that build skills and confidence.
FISCAL IMPACT:
There is no fiscal impact to the City’s General Fund. This action allows the City to continue using Stocker Grant funds as intended while improving fund management and program delivery.
FUNDING AVAILABLE:
