body

BACKGROUND INFORMATION:

Lodi Electric Utility (LEU) and SEL Engineering Services, Inc. (SEL) worked together since 2022, primarily on the substation relay upgrade and relay technology efforts in addition to supporting construction and operation of the State of California owned natural gas peaker plant.

SEL supported LEU’s efforts to implement strong protection and control systems within the City’s main incoming Industrial Substation and remote distribution substations. This proposed multi-year maintenance contract with SEL will provide emergency and non-emergency, as well as critical and non-critical support services including emergency equipment replacements with minimal downtime, high-voltage breaker replacements with step-by-step removal, installation, and commissioning plans, substation-specific documentation compilation and creation to the benefit of engineering and substation personnel, enhanced fire and emergency response plans for substations in collaboration with the Lodi Fire Department, and continuous equipment and test-set training.

SEL is the manufacturer of the system protection relays Lodi Electric Utility has standardized on and their in-house engineering expertise will ensure timely and robust support as needed for substation modernization efforts over the next 5 years.

In accordance with Lodi Municipal Code, Section 3.20.075, engineering services contracts are specifically exempt from advertising and bidding requirements and such contracts shall be awarded on the basis of professional qualifications and experience, quality of service, past performance, and negotiated prices.  LEU’s previous and current collaborative efforts with SEL were successful, efficient and thorough to maintain a safe and reliable electrical system.
