BACKGROUND INFORMATION:
Authorized signers on the City’s bank accounts held at Farmers & Merchants Bank (F&M) are currently designated as the City Manager, the Assistant City Manager/Treasurer, and the Budget Manager. Since that authorization, the City Council approved a reorganization that reclassified the Assistant City Manager/Treasurer position to the Administrative Services Director/Treasurer position. In addition, the newly appointed City Manager, Kara Reddig, assumed her position on June 22, 2026.
To reflect the City's current organizational structure and authorized personnel, the signature authority on the City's F&M bank accounts must be updated. F&M also requires an updated Agreement for Treasury Management Services (Attachment 2) reflecting the current authorized representatives and position classifications.
To update the City’s bank records, F&M requires City Council authorization. Staff is requesting that the following
positions be designated as authorized signers on the City’s F&M bank accounts:
Kara Reddig, City Manager
Jamie Bandy, Administrative Services Director/Treasurer
Jennelle Baker-Bechthold, Budget Manager
These individuals will serve as signers on City of Lodi bank accounts with F&M Bank. The Corporate Authorization Resolution provided by F&M (Attachment 1) states in part that “the signature of an Agent on this resolution is conclusive evidence of their authority to act on behalf of the Corporation”. The signatures of Kara Reddig, Jamie Bandy, and Jennelle Baker-Bechthold on Attachment 1 are required to conduct City banking business.
Pursuant to California Government Code Section 36936, resolutions and orders for the payment of money require approval by a recorded majority vote of the total membership of the City Council. Accordingly, the proposed resolution authorizing designated signers on the City's bank accounts is presented for City Council consideration and approval.
