body

BACKGROUND INFORMATION:

On October 18, 2023, Council authorized advertisement for bids for the 2023 Playground Replacement Project; authorized the City Manager to award a contract to the lowest responsive bidder in an amount not-to-exceed $1,560,000; and authorized the City Manager to execute change orders in an amount not-to-exceed $175,000.

The City received nine bids on January 31, 2023. The bids received ranged in cost from $1,298,749.00 to $1,958,166.00. PBM Construction Inc, of Rocklin California submitted the low bid of $1,298,749.00 and was awarded the contract in an amount not to exceed $1,473,749.00, including the $175,000 change order authority.

The project replaced outdated and aging playground structures at five city parks to meet current playground equipment safety requirements. The affected parks, along with their corresponding original installation dates included: English Oaks (1997), Hale Park (2006), Katzakian Park (2001), Legion Park (1997-1998), and Peterson Park (1997).

The new playgrounds and safety surfacing were designed to comply with the Americans with Disabilities Act (ADA), Consumer Product Safety Commission guidelines, and American Society for Testing and Materials (ASTM) Standards. Each park was inspected by a Certified Playground Safety Inspector and received certificates demonstrating compliance with the above-mentioned standards.

In addition to replacing the outdated play equipment, the project also repaired broken concrete flatwork, installed new accessible parking stalls and ramps, new ADA signage, playground safety surfacing, and park benches.

The contract was completed on time and within budget. The project included five City requested change orders totaling $77,453.55, making the total contract price $1,376,202.55. Change order work included removing and replacing additional concrete at each of the parks, installing new accessible parking stalls at Katzakian Park, replacing wood fiber safety surfacing at Blakely Park, Villa Fiore Park, Rose Gate Park, and Candy Cane Park, and replacing/removing vandalized equipment. The project acceptance was delayed to allow time for the change order work to complete and to repair the vandalized equipment under contract. Before and after photos of the playground installations are included as Exhibit A.

STRATEGIC VISION:

6C. Parks: Develop & maintain sports/recreational facilities for City & public use including an indoor sports facility.

FISCAL IMPACT:

The project will have a minimal impact on annual maintenance costs, and will reduce the City’s exposure to claims related to the condition of playgrounds and playground surfaces. This project is in response to Council’s FY 21/22 one-time General Fund Surplus Funds.

FUNDING AVAILABLE:

This project was funded by Parks & Rec Capital fund (43299000.77020).
