body

BACKGROUND INFORMATION:

There are six aeration basins measuring 30 feet wide, 135 feet long, and 18 feet deep at the White Slough Water Pollution Control Facility (“WSWPCF”). The basins are a part of the secondary treatment process that supply dissolved oxygen for the micro-organisms that work to reduce concentrations of nitrogen and ammonia in the wastewater. The City’s existing aeration diffuser system has reached its useful life.

On November 3, 2021, Council authorized the City Manager to execute a professional services agreement with Robertson-Bryan, Inc. (“RBI”) to prepare the construction documents for the WSWPCF Aeration Diffusers System Replacement Project.  The procurement was conducted consistent with Lodi Municipal Code Section 3.20.075.  RBI was recommended by Staff to perform this work based on their specific expertise in wastewater treatment plant aeration systems.

On October 18, 2024, the City Council awarded a contract to W.M. Lyles Co., for the WSWPCF Aeration Diffusers System Replacement Project to upgrade the existing aeration system. Robertson-Bryan, Inc. (“RBI”) prepared the construction documents for the project and is currently engaged to provide engineering services during construction. Construction is scheduled to be completed by October 2024.

Amendment No. 2, if approved, will add funding to RBI’s current agreement in the amount of $30,344 for engineering services to provide operational programming support to integrate the Project’s new programmable logic controllers (“PLCs”) and supervisory control and data acquisition (“SCADA”) system. The support services associated with Amendment No. 2 will be needed as the construction work nears completion and the improvements become operational.

Staff recommends authorizing the City Manager to execute Amendment No.2 with Robertson-Bryan, Inc., of Elk Grove, for Operational Programming Support Services for the White Slough Water Pollution Control Facility Aeration Diffusers System Project in the amount of $30,344.
