body

BACKGROUND INFORMATION:

Salas Park is Lodi’s primary sports facility for youth baseball, softball, soccer and football. The Salas Park Sports Lighting Improvements Phase 1 was accepted by City Council on March 16, 2016, and included removal of eight wood light poles that required replacement due to age, condition and height. The wooden poles were replaced with new, metal poles with upgraded fixtures and components. City-furnished Musco 70-foot steel poles with high-intensity discharge fixtures were installed as their replacement and integrated with a new Musco Control-Link® Control & Monitoring System and switchboard panel.

This project, if approved, will complete the installation of the Musco Sports Lighting system for youth night games and practices at this facility. Phase 2 improvements will include relocation of two of the eight steel poles set in 2016 for better illumination, installation of thirteen (13) new 70' high galvanized steel poles with LED light fixtures, all wiring and integration with the existing Musco Control-Link® Control & Monitoring System and existing switchboard panel, and other incidental and related work, as shown on the plans and specifications for the above project (Exhibit A).

The plans and specifications are on file in the Public Works Department. The planned bid opening date is February 5, 2025. The project estimate is $1,250,000.

On February 18, 2015, the City Council adopted Resolution 2015-18, Exhibit B, establishing Musco Corporation sports lighting as the standard for City parks. Musco Corporation sets the industry standard for reliability and customer service for municipal installations; and utilizes parts that are interchangeable from installation to installation simplifying parts inventory requirements. The City currently has Musco installations at Kofu Park, Peterson Park Tennis Courts, The Softball Complex, Chapman Field, The Grape Bowl and Salas Park. The Parks Department seeks to purchase the necessary components from Musco and have them delivered to Salas Park. Timing the delivery of materials will be determined upon award of the construction contract. The current pricing from Musco is attached as Exhibit C.

Staff recommends approving plans and specifications and authorizing advertisement for bids for Salas Park Sports Lighting Improvements (Phase 2); adopting a resolution authorizing the City Manager to award the contract to lowest responsive bidder in an amount not-to-exceed $290,000; pre-purchasing the sports lighting components from Musco Corporation of Oskaloosa, Iowa for an amount not-to-exceed $960,000; authorizing City Manager or designee to execute change orders in an amount not-to-exceed $107,000; and appropriating funds in the amount of $257,627.26.
