BACKGROUND INFORMATION:

A City Treasurer is one of the required officers of a general law city pursuant to California Government Code Section 36501.  The Government Code spells out the minimum duties of a treasurer as:

•                     Receive and safely keep all money the treasurer receives.

•                     Comply with all laws governing the deposit and securing of public funds and the handling of trust funds in his or her possession. If the city has issued bonds, the city treasurer shall use a system of accounting and auditing that adheres to generally accepted accounting principles.

•                     Pay out money only on warrants signed by legally designated persons.

•                     At least once each month, submit to the City Clerk and City Council a written report and accounting of all receipts, disbursements, and fund balances.

•                     Perform such duties relative to the collection of city taxes and license fees as are prescribed by ordinance.

In Lodi the City Treasurer has the following additional responsibilities:

•                     Formulating, recommending and implementing the City’s investment policies

•                     Approving investment transactions prior to execution of any transaction

•                     Approving broker/dealer arrangements

•                     Taking actions related to the City’s pension stabilization resources

Mr. Magee was hired in December 2024 as a temporary part-time Interim Assistant City Manager and was appointed City Treasurer by the City Council on January 28, 2025. Mr. Magee is nearing the limit on the number of hours allowed for a part-time employee and will be leaving the City on July 20.

Ms. Lor is very qualified to serve in the capacity of City Treasurer until such time as a new Department Head is hired to oversee the City’s finances.
