BACKGROUND INFORMATION:
On May 20, 1998, the City Council approved a request from San Joaquin County to provide water to the Sunnyside Estates Subdivision, a 21-lot subdivision located just north of Harney Lane on the east side of Lower Sacramento Road, as shown on Exhibit A. This subdivision is outside the City limits but within the General Plan Boundary.
The County previously obtained the required funding to design and construct the water main to connect the City’s system to the Subdivision’s system, and on October 20, 1999, the Council authorized execution of an agreement between the City and the County to provide water service to the Subdivision. After construction, the portion of the water main before the Subdivision’s system connection was dedicated to the City, and the County retained responsibility for maintaining the water system within the Subdivision.
The County now desires to upgrade the Sunnyside Estates Maintenance District water system by replacing approximately 1,600 feet of aging private water main. Additionally, County desires to provide an additional interconnection between the Subdivision’s water system and the City’s by connecting to the City’s existing main in Tehama Drive, creating a looped water system (for fire flow) as shown on Exhibit A. Upon completion, the County will transfer a small portion of the public improvements (leading up to the new Sunnyside system connection) to the City.
The County has executed an addendum to the agreement for the additional public improvements required to create the looped water system (see attached). The terms of the agreement remain unchanged, except as stated in this addendum. The County previously paid the appropriate Development Impact Mitigation Fee (Water) per the Agreement, and will continue to be billed "outside of City Limits" rates for the existing and proposed metered water service.
FISCAL IMPACT:
This agreement has minimal long term impacts, however there will be revenue from the water meters.
FUNDING AVAILABLE:
Not Applicable. All costs are paid by San Joaquin County.
