body
BACKGROUND INFORMATION:
The City conducts a citywide, marked school crosswalk evaluation every 5-7 years for the purpose of ranking RRFB installations. The most recent evaluation was completed in 2022. Due to budget constraints, the crosswalks are evaluated and ranked based on the following criteria: traffic data including pedestrian and bicyclist volumes, collision data, speed limit of the roadway, number of lanes, existing traffic control at the crosswalk, existing crosswalk enhancements such as in-street crossing signs, and any special consideration such as crosswalks on east-west streets where the drivers’ vision may be impaired by the sun.
There are currently 17 locations on the RRFB installation list. The George Washington Elementary School marked crosswalk located on Lockeford Street at Orange Avenue is next on the list for an RRFB installation. There is an existing school crosswalk on the east side of Lockeford Street at Orange Avenue with in-street crossing signs but with only one accessible curb ramp. To improve accessibility, staff recommends relocating the school crosswalk and the in-street crossing signs to the west side of Lockeford Street at Orange Avenue intersection, because there are accessible ramps on both sides of the crossing.
Staff contacted the Lodi Police Department and the Lodi Unified School District together with the George Washington Elementary School principal and received no objection to the crosswalk relocation. Per the California Vehicle Code section 21950.5, a minimum 30-day public notification is required for crosswalk removal. Public notification for the crosswalk removal on the east side and the new crosswalk with RRFB installation was posted on barricades at the intersection from April 26 through May 31, 2024 and a Public Notice was published in the Lodi News-Sentinel on April 27 and May 2, 2024.
The new crosswalk striping will be installed as part of the 2024 Extruded Traffic Striping project which was awarded at the May 15, 2024 City Council meeting, which will refresh traffic stripes and pavement markings on Lockeford Street this summer. The Streets Division will install the new RRFB equipment and remove the existing crosswalk together with the existing signage.
