body
BACKGROUND INFORMATION:
The State of California Homeless Coordinating and Financing Council (HCFC), and the Business, Consumer Services and Housing Agency (BCSH) has made available approximately $650 million in HHAP funding. The HHAP program was established under Assembly Bill 101 (Chapter 159, Statutes of 2019) and, signed into law by Governor Gavin Newsom on July 31, 2019. HHAP is a grant program designed to support the regional coordination and expansion of development to increase local jurisdictions' capacity to address immediate homeless challenges throughout the State. Spending must be informed by a best practices’ framework focused on moving homeless individuals and families into permanent housing and ensuring those individuals and families maintain their permanent housing. A key requirement of the HHAP program includes coordination between funded jurisdictions to identify their share of the regional need to address homelessness, and how the requested funds will help meet the jurisdiction’s share of that need. The intent of the HHAP program funds is solely to expand or increase services and housing capacity for homeless individuals.
The Multi-Jurisdictional Agencies (SJCoC, City of Stockton, and San Joaquin County (SJC)) have received four rounds of HHAP funding and the City of Lodi has been awarded three for Access Center and one for Harmony Homes. The SJCoC and SJC have collaboratively made their funds available to community organizations and jurisdictions, such as the City of Lodi, through a joint local Notice of Funding Availability (NOFA) process to allocate funds to programs and projects that reduce homelessness and increase permanent housing opportunities for homeless households and those at risk of homelessness across San Joaquin County. The Multi-Jurisdiction Agencies released the NOFA for HHAP Round 4 with an application deadline of October 25, 2024. City staff has previously applied for multiple rounds of HHAP funding and the City of Lodi was awarded $400,000 via the HHAP Round 2 allocation for the Harmony Homes project in 2021, $414,042 towards Access Center in 2022, $578,537.07 towards Access Center in 2023.
City of Lodi Staff submitted the HHAP Round 4 application on October 22, 2024. City Staff focused the grant application towards shelter operations and prevention/diversion services. Staff applied for $342,500 from the SJC allocation and $342,500 from the SJCoC allocation for a total of $685,000.
After evaluation by the SJCoC and SJC of all of the HHAP applications, the City of Lodi was awarded $652,126.26 as broken out below.
• Operating Subsidies for Interim Housing - $202,126.26
• Diversion/Prevention - $150,000.00
• Services Coordination - $180,000.00
• Street Outreach - $120,000.00
Each allocation and section of funding requires its own subrecipient agreement, therefore there are four subrecipient agreements anticipated based on the City’s awards. The City has been requested to have executed agreements submitted no later than May 6, 2025.
Staff is requesting that City Council adopt a resolution accepting and appropriating the HHAP Round grant funds in the amount of $652,126.26 and authorizing the City Manager to execute the HHAP Program - Round 4 subrecipient agreements (4) in a form acceptable by City Attorney as subrecipient agreements are still pending receipt. Staff anticipate the subrecipient agreements to be similar to previous rounds.
