Adopt a Resolution Authorizing the Interim City Manager to Execute Amendment with Placer.ai Labs, Inc., of Los Altos, CA, for a Total not to Exceed $72,500.

BACKGROUND INFORMATION:
Multiple City of Lodi departments including: Economic Development, Parks, Recreation and Cultural Services, and Community Development use visitor analytical data provided through the vendor platform for projection and planning purposes.
On April 30, 2024, the City entered into a two-year agreement with Placer.ai Labs, Inc., for access to their Placer.ai data analytics platform. The cost per year was $25,000 with a total of $50,000 for the agreement. This year’s renewal was negotiated and limits the scope of data to just the State of California, decreasing the annual cost to $22,500.
In accordance with Lodi Municipal Code Section 3.20.077, the Information Technology Manager is authorized to acquire electronic services through negotiation, request for proposals, or competitive bid, with award based on “best value” criteria. This agreement was negotiated to provide a lower cost while still maintaining usefulness. Additional quotes for other vendors were also obtained to ensure the City is subscribing to the best platform available.
1. Placer.ai - Annual subscription of $22,500.
2. Datafy - Annual subscription of $19,500.
3. Zartico - Annual subscription of $25,000.
While #2 Datafy had the lowest annual cost, Datafy offers data sets limited to just areas pertaining to defined city boundaries. This would limit the ability to do comparative analysis to similar cities. The departments have chosen to continue to use Placer.ai due to the quality of data provided, previous experience with the software, ability to provide data for the entire State of California, and the new negotiated annual cost.
Staff recommends extending the existing agreement for an additional one-year term through April 30, 2027, and increasing the contract amount by $22,500, for a total contract amount not to exceed amount of $72,500.
FISCAL IMPACT:
Funding for Placer.ai is split between the departments who will be using the product as outlined below.
