RECOMMENDED ACTION:

body

BACKGROUND INFORMATION:

Public Works staff received resident concerns regarding limited sight visibility at the intersections of Turner Road/Bridgetowne Drive and Stockton Street/Idlewild Drive. Staff conducted field observations and sight-distance evaluations at both locations and determined that vehicles parked near the intersections obstruct motorists' views of approaching traffic. The following parking restrictions are recommended to improve intersection visibility and traffic safety.

Turner Road East of Bridgetowne Drive

Turner Road includes three travel lanes, a two-way left-turn lane, bicycle lanes, and on-street parking along the north side. Katzakian Park and Appellation Lodi (formerly Wine & Roses) both generate parking demand throughout the day, including evenings and weekends.

During multiple site visits, staff observed vehicles parked near Bridgetowne Drive obstructing visibility of westbound traffic for motorists entering Turner Road. Staff recommends establishing a 150-foot no-parking zone along the north side of Turner Road east of Bridgetowne Drive (Exhibit A). The restriction would eliminate approximately seven on-street parking spaces; however, approximately 52 on-street spaces would remain along the park frontage in addition to the parking spaces within the park parking lot.

Stockton Street North and South of Idlewild Drive

Stockton Street includes two travel lanes, a two-way left-turn lane, bicycle lanes, and on-street parking. Salas Park, located across from Idlewild Drive, generates significant parking demand during organized sporting events, particularly during baseball and softball seasons.

Staff's evaluation identified that vehicles parked near Idlewild Drive obstruct visibility of approaching northbound and southbound traffic on Stockton Street. Staff recommends establishing no-parking zones along the east side of Stockton Street extending 105 feet north and 185 feet south of Idlewild Drive, totaling 290 feet (Exhibit B). The restrictions would eliminate approximately 13 on-street parking spaces, leaving a total of 235 parking spaces still available along Stockton Street and within Salas Park.

FISCAL IMPACT:
