body
BACKGROUND INFORMATION:
The City is reliant on a functioning network of backup systems to prevent the loss of City data during a cyber incident. The backup system is designed to recover from catastrophic loss or system failure. It also protects against loss of data due to hardware failures within the City’s data center. Data backups can also protect against the loss of data due to human error. In 2019, City Council approved resolution 2019-177 to purchase Rubrik back-up appliance to replace an end of life back-up system.
The Enterprise Edition module adds an additional layer of security to monitor the health of the data and search for threats in the City’s data backups. The software upgrade will enhance data protection, stopping hackers from discovering the City’s backups and ensure data can never be encrypted. It will locate, classify, and report on the types of sensitive data, where it resides and who has access. It will also help the City maintain compliance with PCI-DSS, HIPAA, and Gramm-Leach-Bliley Act (GLBA) regulations. Enterprise analyzes backup data for unusual behavior and changes and helps pinpoint clean and uninfected snapshots during recovery processes.
Staff recommends purchasing Rubrik Enterprise Edition from EPlus Technology. The software is an enhanced tool in maintaining the health of the City’s back-up files and insuring the City maintains compliance of sensitive data. Rubrik offers a three-year subscription and support that includes a software suite that aides in cloud management for the storage of the City’s back-ups offsite in the cloud. Rubrik was recommended by I.T. staff from City of Stockton and University of the Pacific.
STRATEGIC VISION:
5E. Infrastructure: Proactive infrastructure development for Sphere of influence & growth areas.
FISCAL IMPACT:
A functioning data backup system is critical to City operations. A data backup system prevents the loss of critical data used to collect income, pay debtors and operate payroll. Without a properly operating backup system, the City would not be able to recover from a cyber-attack, hardware failure, human error or natural disaster.
