BACKGROUND INFORMATION:
On August 22, 2024, the City of Lodi entered into an Agreement for Professional Services with RRM Design Group for the Downtown Specific Plan (DTSP). The agreement includes preparation and implementation related to the DTSP, a key City Council Strategic Goal intended to guide Downtown revitalization, economic development, historic preservation, placemaking, and infrastructure investment.
The DTSP was approved by the Planning Commission on May 13, 2026, and is scheduled for City Council on June 3, 2026. Through efficient project management and completion of major planning deliverables slightly under the original project budget, approximately $137,000 in remaining contract funds are available within the existing agreement.
RRM Design Group has requested a one-year extension of the agreement term to allow the City to continue applying the remaining contract funds toward implementation-related work directly tied to the DTSP. These funds are part of the City’s previously approved General Fund investment in the Downtown Specific Plan and would remain dedicated to advancing work already underway under the existing agreement. Extending the agreement allows the City to carry that investment forward into early implementation and retain consultant continuity on specialized Downtown planning efforts without increasing the approved not-to-exceed contract amount.
The value of the remaining work is significant, as it advances priority implementation items identified through the DTSP process and maintains momentum on related efforts already in progress. Based on the consultant’s estimated remaining budget allocations, the City would receive approximately $22,000 in continued historic preservation and adaptive reuse support, including completion of the Historic Preservation Ordinance; approximately $38,000 in quiet zone feasibility and rail coordination efforts; and approximately $75,000 in final plan implementation support and related Downtown planning services.
The revised scope of work includes high-level implementation efforts directly tied to DTSP adoption, including:
• Additional historic preservation services, including completion of the Historic Preservation Ordinance;
• Development of a framework outlining steps and estimated costs associated with establishing a railroad quiet zone;
• Additional Main Street design work, particularly related to the railroad and public right-of-way interface;
• Research and recommendations regarding potential acquisition of Union Pacific Railroad parcels, including title reports and historic parcel research;
• Refinement of Downtown Mixed-Use Design Guidelines (LMC Section 17.22.050) and related zoning recommendations;
• Conceptual streetscape planning for a segment of the Main Street corridor;
• Coordination with transportation consultants and preparation of draft base data to support grant readiness efforts;
• Ongoing project management; and
• Potential Downtown Specific Plan edits and adoption follow-up items.
The requested amendment would extend the agreement term through June 30, 2027, utilizing the existing extension authority contained within the agreement and would not increase the approved not-to-exceed contracted amount.
Staff recommends approval of the amendment to allow the City to continue leveraging the City’s existing Downtown Specific Plan investment and preserve momentum on implementation priorities identified through the planning process. Approval would allow the City to complete several key implementation items already underway, maintain consultant continuity, and position Downtown projects for future grant opportunities and coordinated follow-through following adoption of the DTSP.
FISCAL IMPACT:
No increase to the approved contract amount is proposed. The amendment would utilize existing unexpended project funds within the current agreement budget.
