body
BACKGROUND INFORMATION:
In 2023, the City allocated $425,000 for the replacement of the pool HVAC Climate Control System at Hutchins Street Square (HSS). Due to advancements in system programming and the successful repair of the existing unit, the work was completed at a cost of $43,350, far below the original estimate.
As a result of the HVAC Climate Control system being inoperable for an extended period, the pool area experienced significant deterioration due to humidity, including rust, peeling paint, and corrosion to structural and aesthetic components. Staff recommends utilizing $10,000 of the remaining funds to address these conditions through professional repainting of the pool area (“Project”) along with accepting a donation from the Hutchins Street Square Foundation in the amount of $140,000 to support improvements in the pool area.
The scope of work includes:
• Removal of rust throughout the pool room, stripping of all failing or chipped paint; and application of new primer and durable pool-appropriate paint to the following areas:
o Walls
o Shower areas
o Emergency fire exit and stairwell
o Steel support beams for the roof and skylight
Consistent with the City’s Purchasing Policy and the Uniform Public Construction Cost Accounting Act, staff performed an informal bid process for Project. Three (3) proposals were received by the July 21, 2025 deadline from:
