RECOMMENDED ACTION:
Adopt a resolution authorizing the Interim City Manager to execute Amendment No. 1 to the Professional Services Agreement with Terracon Consultants, Inc., of Lodi, for on-call Construction Materials Testing and Inspection Services, in the amount of $60,000.
body
BACKGROUND INFORMATION:
The Public Works Engineering Division has an agreement for services of materials testing and inspection to provide analytical support during the design of projects, as well as, required testing and inspection services during project construction. The background of the current contract is described below.
On October 8, 2024, the City Manager executed a Professional Services Agreement (Contract No. 325031) with Terracon Consultants, Inc. for an initial term of one year, in the amount of $60,000, with an option to extend the agreement for one (1) additional year.
On September 11, 2025, the City Manager executed Extension No. 1, extending the contract term through June 30, 2026, to continue utilizing these services for active City projects.
Currently, there is approximately $3,500 remaining on the contract, which is insufficient to cover the material testing and special inspection services required for the City projects (listed below). This amendment will provide the contract capacity to complete those projects and to allow this contract to be utilized for other upcoming projects.
Current and upcoming projects requiring material testing and inspection services:
• Well 6R/14 GAC System Improvements
• Surface Water Treatment Facility Generator Upgrade Project
• Salas Park Sports Lighting Project
• White Slough Electrical Building
• Well 28 Water Storage Tank Project
Due to the amount of current and future projects planned within the 2025/26 fiscal year, it is necessary to increase the contract amount by an additional $60,000 to provide the necessary testing and inspection services. This would bring the total not-to-exceed amount for the agreement to $120,000.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
This contract will have no long-term fiscal impacts.
FUNDING AVAILABLE:
This contract, including this additional amount, is funded through various operating accounts and/or project accounts that were previously approved in the adopted Fiscal Year 2025/26 Budget or appropriated with the specific project.
