BACKGROUND INFORMATION:
On November 1, 2023, City Council adopted Resolution No. 2023-245, authorizing the Fire Chief to submit an application to San Joaquin County Emergency Medical Service Authority (SJC EMSA) in an effort to transition the Lodi Fire Department (LFD) into Advanced Life Support Services (ALS). The application was submitted on November 13, 2023 and was approved by SJC EMSA on March 15,2024 allowing the Lodi Fire Department to provide ALS services. Advanced Life Support service levels anticipated launch date is September 15, 2025.
Two LifePak 35 cardiac monitors have been purchased in anticipation of the September 15, 2025 launch date. One cardiac monitor was funded through a donation from the Lodi Fire Foundation and the other was funded by the City of Lodi. One cardiac monitor has been placed on Engine 2031 and the other will be maintained as back-up in case of the frontline monitor failing or being broken. These monitors were selected based on a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis conducted by the Lodi Fire Department’s Cardiac Monitor Selection Committee and approved by City Council through Resolution No. 2024-200.
Based on the current timeline of personnel completing paramedic school, it is anticipated that a second ALS Engine Company will be put into service in December of 2026. For this reason, the Fire Department recommends the purchase of two additional cardiac monitors, one of which is being funded by the Lodi Fire Foundation and one which was adopted as part of the Fiscal Year 2026 budget. Staff recommends authorizing City Manager to accept a donation from the Lodi Fire Foundation in the amount of $64,000, waive the bidding process and award a purchase order to Howmedica Osteonics Corp. for the purchase of two cardiac monitors and appropriate funds as follows:
Revenue 10040001.57702 $64,000
Expense 10041000.77030 $64,000
STRATEGIC VISION:
7C. Public Safety: Institute the Advance Life Support Program.
FISCAL IMPACT:
