RECOMMENDED ACTION:

Approve plans and specifications and authorize advertisement for bids for Lodi Avenue Resurfacing Project.

body

BACKGROUND INFORMATION:

This project includes a combination of pavement repair, rubberized asphalt cape seal, and the installation of new accessible concrete curb ramps. The project limits will include Lodi Avenue (from Beckman Rd to Guild Ave) as shown on Exhibit A.

The rubberized asphalt cape seal is a combination of a rubberized chip seal for the bottom layer, with a top layer of fiberized slurry seal (slurry seal with strands of glass fiber added).  The rubberized cape seal with fiberized slurry will be applied within the project pavement limits in their entirety. The vehicle travel lanes will be removed and replaced to provide a more robust repair and improve the ride quality.

This project will be funded by the Federal Transportation Improvement Program (FTIP) which can only be used on high-volume streets, such as collectors, arterials, and expressways. Staff utilized our citywide pavement condition database in order to review potential projects. Lodi Avenue was ultimately selected given its poor condition and its frequent use as an industrial artery.

The specifications are on file in the Public Works Department. The planned bid opening date is November 18, 2026.  The contract estimate is $1,450,000.

FISCAL IMPACT:

By investing in the recommended maintenance project, significant capital dollars will be saved by extending the useful life of the pavement and foregoing more costly pavement reconstruction.

FUNDING AVAILABLE:

The project will be funded through the Federal Transportation Improvement Program (FTIP). Funding details will be identified when this project is awarded by City Council at a future council meeting.
