body

BACKGROUND INFORMATION:

The City contracted with Gallagher Benefit Services (“Gallagher”) to complete a citywide total compensation study in August 2023, with a term date of June 30, 2024.  As part of the total compensation study, Gallagher staff gathered data from sixteen comparable agencies, including information on base salary, benefits, retirement contributions, and other forms of compensation.  Additionally, the City requested that Gallagher provide recommendations on comparable agencies for future compensation studies.

At its January 17, 2024 regular meeting, the City Council approved Amendment No. 1 to the Professional Services Agreement, expanding the number of survey agencies to include six utility agencies to provide sufficient comparable data for the Electric Utility classifications.

The project has taken longer than anticipated.  Gallagher submitted a draft report in early July; however, the report has not been finalized.  It is anticipated that the final report will be completed by the end of August.  Extending the term of the contract through the end of the year will allow for any final edits or modifications to be made as may be requested by the City.

Staff is requesting that Council approve Amendment No. 2 to the Professional Services Agreement with Gallagher extending the term of the contract for an additional six (6) months, through December 31, 2024.
