BACKGROUND INFORMATION:
On November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness - 2020 San Joaquin Strategic Plan, which identified the need to expand homeless crisis response services and transitional housing opportunities within the region.
To support implementation of the Strategic Plan, the City pursued acquisition and rehabilitation of the property located at 22 South Main Street, now known as Reimagined Housing on Main. The project was developed to provide transitional and supportive housing opportunities paired with wraparound services for individuals experiencing or at risk of homelessness, including individuals with behavioral health needs.
Following a competitive bid process, the City Council awarded the construction contract to All About Building, Inc. on February 21, 2024, in the amount of $869,000 with $70,000 in change order authority.
Once phase 1 was completed, the City was awarded additional funding for phase 2 to complete the project and an additional $400,000 was added in change order authority.
All work was completed in substantial conformance with the plans and specifications approved by the City Council and applicable regulatory requirements. The final contract amount, including all change orders, totaled $1,338,837.61.
Change Order No. 1 ($44,773.35) included elevator area concrete improvements, framing and drywall modifications, restroom flooring upgrades, electrical conduit modifications, and painting throughout second floor.
Change Order No. 2 ($25,000.00) included additional framing and concrete improvements to support accessibility and building code requirements, third-floor preparation work, and revised painting scope adjustments.
Change Order No. 3 ($0.00) included a contract time extension associated with material and equipment procurement timelines.
Change Order No. 4 ($123,870.89) included design and installation of a new fire alarm system, electrical and telephone infrastructure improvements for elevator, unit preparation work, door and frame repairs, and painting of residential units and common areas.
Change Order No. 5 ($99,909.37) included installation of new ADA-compliant sidewalk improvements, flooring preparation and leveling, window repairs, plumbing and gas line repairs, framing and drywall repairs, and installation of a new fence for electrical panel.
Change Order No. 6 ($130,284.00) included replacement of second and third floor flooring, installation of new plywood underlayment and cove base, installation of approximately 10,000 square feet of flooring, and additional concrete and pavement improvements.
Change Order No. 7 ($46,000.00) included rear yard and landscape improvements, decorative rock and decomposed granite installation, and concrete improvements.
Change Order No. 8 ($0.00) included final inspections and final contract time adjustments associated with project completion.
Additionally, the City had design and installation of fire sprinklers by Cen-Cal Fire Systems, Inc. for $195,400 and purchase and installation of a lift elevator by Martin Elevators, DBA Nationwide Lifts for $150,000.
Following acceptance by the City Council, staff will file a Notice of Completion with the San Joaquin County Recorder’s Office. The notice serves to notify vendors and subcontractors that the project is complete and begins the statutory period for filing stop notices related to payment disputes.
FISCAL IMPACT:
Project costs associated with the Reimagined Housing on Main project were previously allocated and appropriated as part of prior City Council actions and the current budget cycle utilizing dedicated grant and project funding sources. There is no impact to General Fund as the result of accepting this project.
FUNDING AVAILABLE:
Funding for the project was previously appropriated through a combination of Health Plan of San Joaquin HHIP Funds, Regional Early Action Planning (REAP) 2.0 Funds, and Community Project Funding (CPF).
