RECOMMENDED ACTION:

Adopt a Resolution authorizing an increase of the City Manager’s change order authority by $100,000, for a total change order authority of $200,000, for the Guild Avenue and Victor Road (SR 12) Traffic Signal and Lighting Project contract with St. Francis Electric, LLC. of San Leandro, and appropriate funds in the amount of $100,000.

body

BACKGROUND INFORMATION:

After receiving several requests for a traffic signal installation at the location of Victor Road (SR 12) and Guild Avenue, staff conducted a traffic signal evaluation that determined this intersection met the State criteria warranting a traffic signal. Currently, this intersection is a 4-way intersection with north/south stop controls on Guild Avenue.

Victor Road (SR 12) is a Caltrans owned roadway. All improvements proposed within the Caltrans right-of-way require an approved encroachment permit issued by Caltrans to the sponsor agency (Lodi) before construction is authorized. The Caltrans encroachment permit was issued to the City in May 2024.

This project includes the installation of American with Disabilities Act (ADA) compliant curb ramps, crosswalk, traffic signal and lighting improvements at the Guild Avenue and Victor Road (SR 12) intersection. This project will also relocate the raised median on Guild Avenue north of Victor Road to accommodate large truck turning movements as required by Caltrans.

On August 7, 2024, Council approved the plans and specifications and authorized advertisements for bids. On November 6, 2024, Council awarded a construction contract to St. Francis Electric, LLC. of San Leandro (Contractor) in the amount of $903,999, and authorized the City Manager to execute change orders in an amount not-to-exceed $100,000 (Resolution 2024-180).

In addition to the encroachment permit issued to the sponsor agency during the design phase, the Contractor performing the work is also required to proceed through the Caltrans encroachment permit process to approve the project’s traffic control plan during construction. Caltrans subsequently required the majority of construction activities be completed at night time due to the necessary lane closures on Victor Road (SR 12) and Guild Avenue. The night work requirement was not required as part of the City’s design phase encroachment permit process. The change order amount associated with the night work requirement is approximately $110,000.

STRATEGIC VISION:

5. Infrastructure: Develop and maintain a robust infrastructure to support a World class city.

FISCAL IMPACT:

Installation of this large signal project is anticipated to improve the flow of truck traffic while enhancing safety at this intersection. This project does not impact the General Fund and will have a minimal impact on citywide traffic signal maintenance costs.
