body

BACKGROUND INFORMATION:

In 1975, the City of Lodi purchased approximately 24.8 acres for the ultimate development of Salas Park, the Century Boulevard extension, and the Stockton Street frontage of Salas Park. As part of that purchase, the seller released and relinquished their access rights to the Century Boulevard extension from their remaining property, immediately to the north of Century Boulevard (at 1935 South Stockton Street). In the late 1990s, 1935 South Stockton Street developed as a self-storage unit (Century Self Storage), and was allowed to access the property from a 30’ wide driveway located off of the Century Boulevard extension (see Exhibit A). At that time, it would have been appropriate for the City Council to remove the portion of the access restriction where the proposed driveway was being constructed, however there is no record of that removal.

The access restriction was brought to the City’s attention recently as a potential buyer was performing a feasibility analysis on the storage unit. With the completion of the Harney Lane Overcrossing, the City is no longer planning to extend Century Boulevard adjacent to this property. For this reason, staff supports removing the restriction along portion of the property where the existing driveway is located in order to ensure that public access to Century Self Storage remains available (see Exhibit B).

The City Council approved a Rezone and General Plan Amendment on August 21, 2024. This action changed the Century Boulevard extension from a planned roadway to a parcel. That parcel was then issued an Assessor Parcel Number (APN) as well as an address (2001 South Stockton Street). At this time, the City still owns that property, and staff is recommending that an access easement be dedicated to the self-storage property across the newly created parcel in order to provide access rights between their driveway and the public roadway, which is now Stockton Street (see Exhibit B).

Staff recommends Council adopt a resolution removing a portion of the access restriction at 1935 South Stockton Street and authorizing staff to dedicate an access easement across the City property at 2001 South Stockton Street (formally Century Boulevard extension)
