body
BACKGROUND INFORMATION:
Originally constructed in 1924 as Lawrence Park, the baseball field was dedicated as Tony Zupo Field in 1986. Unfortunately, in September of 2019, the field was damaged by an arson fire. On January 19, 2022 Council approved a Professional Services Agreement with WMB Architects, Inc., of Stockton to perform design services reconstruct the facility to current design standards.
On May 3, 2023, Council awarded a construction contract for the Zupo Field Grandstand Seating & Press Box Replacement Project to A.M. Stephens Construction, Inc., of Lodi, in the amount of $4,054,030.59. The Council action authorized the City Manager to execute change orders not to exceed $300,000. The project included new ADA compliant grandstands, dugouts, bullpens, and paths of travel to bring the facility to current Building and ADA Code requirements.
On October 18, 2023, Council adopted Resolution 2023-234 authorizing additional Change Order authority of $500,000 for a total not-to-exceed amount of $800,000. The additional Change Order authority was requested to repair approximately 250 lineal feet of Grape Bowl south berm slope that over time, had become unstable and was compromising the new improvements.
The original contract completion was 240 calendar days. One hundred ninety-nine (199) calendar days were added by change orders to accommodate extra work requested by the City. The contract work was substantially completed within the 439-calendar day contract duration on April 13, 2024. The final contract price was $4,678,897.61. The difference between the contract amount and the final contract price is due to eight (8) change orders and bid item quantity adjustments totaling $624,867.02.
A general description of each Change Order is noted below.
Change Order 1 (-$4,733.00): Included value engineering credit relating to the dugout walls & replacing street light conduit on Washington Street.
Change Order 2 ($17,055.00): Included increasing a retaining wall elevation for slope control.
Change Order 3 ($42,080.80): Included additional street asphalt paving work needed to accommodate curb and gutter grade adjustments for ADA purposes. City requested due to changed condition.
Change Order 4 ($269,703.00): Included Grape Bowl berm Slope Shoring. This change order was separately approved by Council (Resolution 2023-234) and was necessary to stabilize an existing slope impinging on proposed new improvements. City requested due to changed condition.
Change Order 5 ($119,571.00): Included electrical panel changes and upgrades to field lighting wiring systems. This work was necessary due to building code changes and to prepare for possible future LED field lighting upgrades. City requested due to changed condition.
Change Order 6 ($21,463.00): Included new painting of restroom & storage buildings. City requested to improve aesthetics of existing restroom facilities.
Change Order 7 ($90,151.00): Included a new metal roof on an existing equipment storage building, added irrigation parts, field tarp & press box HVAC. This work was City requested.
Change Order 8 ($54,235.00): Field Light Transformer conduits, area drain demolition, additional light fixtures at grandstands. This work was City requested.
Various contract line item adjustments ($15,341.22): Adjustments needed to reconcile differences in bid item quantities verses actual quantities installed.
This contract has been completed in substantial conformance with the plans and specifications approved by City Council on February 1, 2023. The delay in final contract acceptance was due to resolving issues related to the storm water pump station that did not affect the use of the facility.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
