RECOMMENDED ACTION:
Adopt a Resolution Authorizing the City Manager to execute Amendment No. 1 to Professional Services Agreement with ePlus Technology, Inc., of Herndon, VA for the purchase of the Armis Essentials Asset Vulnerability Management Cybersecurity Platform ($75,748) for a total Agreement amount not-to-exceed $151,496.00.

BACKGROUND INFORMATION:
On July 16, 2025, the City Council adopted Resolution No. 2025-123 for the purchase of the Armis Essentials Asset Vulnerability Management from ePlus Technology, Inc. The implementation of the Armis cybersecurity platform has increased network device and traffic visibility greatly improving the City’s overall cybersecurity posture.
City IT staff rely on a variety of cybersecurity tools such as Armis to continuously monitor network activity to proactively identify and isolate threats before they escalate. Armis complements traditional monitoring by offering in-depth asset discovery, behavior analysis, and risk mitigation capabilities, particularly valuable for protecting the wide variety of connected devices in the city’s IT environment.
Armis does not engage in direct-sales to customers; therefore, the purchase of these services is accomplished through contracts with Value-Added Resellers (VAR) such as ePlus Technology, Inc. The current Armis service term expired on June 30, 2026. Executing Amendment No. 1 to Professional Services Agreement with ePlus Technology, Inc. will extend the Armis service term through June 29, 2027.
Pursuant to Lodi Municipal Code Section 3.20.045 - State and Local Agency Contracts, the City may waive standard competitive bidding requirements under the following circumstances:
“The bidding process described in this chapter may be waived when advantageous for the city and authorized by the city manager for purchase of supplies, equipment, or contractual services awarded in accordance with formally adopted bidding or negotiation procedures approved by the governing boards of other California public agencies.”
This purchase is made through our Value-Added Reseller (VAR) partner ePlus Technology and the pricing is based on contract CA-SLP Armis 26-70-0059U, a state-negotiated contract meeting the standards for LMC Section 3.20.045.
