body
BACKGROUND INFORMATION:
On April 15, 2020, Council authorized the City Manager to execute a Professional Services Agreement with Carollo Engineers, Inc. to provide professional design services to evaluate the need for sludge dewatering press and digester mixing system upgrades at the White Slough Water Pollution Control Facility (WSWPCF). This contract was procured in accordance with Lodi Municipal Code Section 3.20.075.
In certain conditions, the performance of the existing sludge dewatering equipment at WSWPCF cannot remove the amount of moisture needed to properly handle the material. Carollo Engineers recommended that a new screw press and sludge mixing system was needed to improve the sludge dewatering process.
On January 18, 2023, and in accordance with the California Contract Code, Council awarded a contract for Solids Handling Facility Improvements at the WSWPCF, to Garney Pacific Inc, in the amount of $2,424,725. The approval did not authorize City Manager change order authority. Standard practice for the City when approving Public Works contracts is to include an allowance for change orders due to unforeseen changes in scope, materials pricing or quantity to complete the project. This project required work beyond the original scope.
Currently, there is 1 change order that included approximately $5,000 of work necessary to repair an 18” pipeline within the headworks area that serves the industrial collection system. This work was authorized by staff to avoid costly process delays for a large business in town. The work was completed but cannot be paid until the recommended change order authority is approved by Council.
Staff recommends authorizing the City Manager to Execute Change Orders for the Solids Handling Facility Improvements at the White Slough Water Pollution Control Facility, in an amount not-to-exceed $150,000.
STRATEGIC VISION:
3D. Fiscal Health: Anticipate and advocate against unfunded mandates.
5A: Infrastructure: Develop and maintain a robust infrastructure to support a World class city.
FISCAL IMPACT:
Due to the age and complexity of the WSWPCF, change orders will likely be necessary to address unknown conditions during the course of construction. This project is necessary to maintain wastewater treatment compliance and to avoid potential fines and penalties from the State. This does not impact the General Fund.
FUNDING AVAILABLE:
Wastewater Capital (53199000.77020)
