body
BACKGROUND INFORMATION:
Stormwater discharges from the City of Lodi are regulated under the State Water Resources Control Board, National Pollutant Discharge Elimination System (NPDES) General Permit. The General Permit, known as the Municipal Separate Storm Sewer Systems (MS4), became effective in 2013 and was designed to have increasing levels of regulatory requirements implemented annually over a five-year term.
On December 7, 2022, City Council approved a two-year Professional Services Agreement (PSA) with WGR Southwest, Inc., with the option of two one-year extensions for NPDES Permit Compliance. Since executing the original PSA in 2022, the State Water Resources Control Board (SWRCB) adopted a new Construction General Permit (CGP) requiring more frequent on-site inspections. The scope of services for Amendment No. 1, if approved, include additional new compliance tasks specific to the City’s MS4 Permit directly in support of City infrastructure and updated CGP regulatory requirements from January 1, 2025 through December 31, 2025. The scope also includes the required inspections for the Animal Shelter and a project at DeBennedetti Park to be completed in 2025. Tasks included in the scope are CGP required construction inspections, Stormwater Pollution Prevention Plan reviews, Trash Management Program updates and Pyrethroid (insecticide) Management Program assistance.
Staff recommends authorizing City Manager to execute Amendment No. 1 to Professional Services Agreement with WGR Southwest, Inc., of Los Alamitos, for stormwater support services, in the amount of $178,394.
