body
BACKGROUND INFORMATION:
The Public Works Facilities Division has a professional service agreement with Securitas Technology Corporation (formally Securitas Electronics Security, Inc.) for monitoring, testing, inspecting, and repairing fire alarms for all city-owned facilities. The agreement history is as follows:
On July 20, 2021, the City Manager executed the Professional Services Agreement in an amount not-to-exceed $19,900. The original term of the agreement was from April 1, 2021 through June 30, 2022.
On November 3, 2021, Council authorized the City Manager to execute Amendment No. 1, which increased funding by $77,583 for a total not-to-exceed contract amount of $97,483. This increase was for the police station fire panel upgrades.
On March 1, 2023, Council authorized the City Manager to execute Amendment No. 2, which increased the funding by $50,000 for a total not-to-exceed contract amount of $187,483. This increase was for the court building fire panel upgrades (was required with the police station upgrade being that they were interconnected), and citywide fire alarm system diagnostic and repair services. This amendment also extended the agreement through June 30, 2024.
On August 8, 2024, the City Manager executed Amendment No. 3, which extended the contract through June 30, 2026. At that time, there was still a portion of the funding available from prior amendments, so additional funds were not added.
There currently is less than $100 remaining on this contract, which is insufficient to address anticipated needs through the current term. If approved, Amendment No. 4 will increase the contract by $40,000 for a total not-to-exceed amount of $187,483. The additional funding will be utilized for monitoring, testing, inspecting, and repairing fire alarms for all city-owned facilities for the remainder of the contract term.
Therefore, staff recommends that Council adopt a resolution authorizing the Interim City Manager to execute Amendment No. 4 to Professional Services Agreement with Securitas Technology Corporation, Inc. allocating an additional $40,000 for ongoing Citywide Fire Alarm Monitoring, Testing, Inspection, and Repair services.
STRATEGIC VISION:
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
There is minimal long-term fiscal impacts for this item, however the overall fire alarm system is necessary to ensure the safety of City staff and the public utilizing city facilities.
FUNDING AVAILABLE:
This agreement, including the amount in this amendment, is funded through various operating accounts that were previously approved in the adopted Fiscal Year 2025/26 Budget.
