BACKGROUND INFORMATION:

In recent years, the City experienced a number of historic rain events that exceeded the design capacities of drainage facilities.  Kofu Park is a dual use basin that contains a baseball diamond and skatepark while serving as a storm water detention basin during rainfall events.  The baseball diamond and skatepark are separated by a berm / walkway that operationally divides the park into two basins. The north basin contains the baseball diamond and the south basin contains the skatepark (Exhibit A).

The current design allows storm water to enter the north basin during most rainfall events.  This operational approach protects the skate park equipment by keeping the south basin dry until the north basin reaches 1’ above its design high water elevation.  While this approach protects the skatepark equipment, the full basin capacity is not utilized and there are negative consequences.  Once the water surface elevation is more than 1’ above the design high water elevation of the baseball field, it has already begun flooding Ham Lane and the City’s Municipal Services Center parking lot.

This project will install a 24” culvert between the baseball diamond and skatepark so water will passively flow into the skatepark area prior to the basin reaching capacity during a major storm event, and in-turn reduce up stream street flooding.  Storm water will be detained in the ball field portion (north basin) during most storm events, and will only flow to the skate park area during larger, infrequent storms. The skate park elements are constructed of materials that are mostly resistant to being submerged for long periods of time. This operational strategy is intended to minimize water damage to the skate park equipment while providing much needed basin storage during significant storm events.

Staff recommends approving plans and specifications for the Kofu Park Storm Drain Improvements and adopt a resolution authorizing the City Manager to award contract to lowest responsive bidder in an amount not-to-exceed $180,000, and authorizing the Public Works Director to execute change orders in an amount not-to-exceed $10,000.

STRATEGIC VISION:

5C. Infrastructure: Address deferred maintenance.

FISCAL IMPACT:

The project will have a minimal impact on total maintenance costs but will improve the overall performance of the City’s storm drain system, reducing costly impacts from recent higher intensity storms. This project does not impact the General Fund.
