BACKGROUND INFORMATION:

The applicant, 157 California Reserve, Inc. (“Applicant”), proposes to construct a 96-suite boutique hotel, a parking structure for the hotel, a restaurant, approximately 18,500 square feet of retail space and an apartment complex with 150 market-rate units and a two-story community building at the Site (“Project”). However, these proposed land uses are not allowed in the Site’s current M zoning district. Thus, the Applicant is requesting a rezone from M to MCE. The MCE zoning district allows apartments, parking structures that are accessory to a primary use, restaurants, general retail by right, and hotels with a conditional use permit. For consistency with the General Plan, the Applicant must also request a General Plan amendment to change the General Plan designation of the Site from Industrial to Mixed Use Center. The approval of a Use Permit for the operation of a hotel on the site, the rezone and the General Plan amendment, was recommended for approval by the Planning Commission on March 27, 2024, and is contingent on approval of the General Plan Map amendment and rezone. The Council approved the issuance of 150 residential Growth Allocations for the proposed project on December 20, 2023, conditionally upon this final approval.

 

A draft Environmental Impact Report (“DEIR”) was prepared pursuant to CEQA for the Project and released for public review on August 9, 2023. The environmental analysis discussed impacts related to air quality, biological resources, and cultural resources amongst other topics. The analysis also recommended mitigation measures related to biological resources, cultural resources, hazards and hazardous materials, hydrology and water quality, and transportation. These mitigation measures will be included in the MMPR for the Project and will also be conditions of approval for the Project.

 

The proposed project requires review approval by the Site Plan and Architectural Review Committee (“SPARC”), Planning Commission and City Council. The Planning Commission recommended approval of the General Plan Amendment and Rezoning for this Project at a public hearing held on March 27, 2024. SPARC is anticipated to consider the item in the coming months.
