BACKGROUND INFORMATION:

Since 2020, Lodi Electric Utility (“LEU”) has embarked on a campaign to promote the City’s community-owned electric utility and the programs and assistance available to Lodi residents and businesses, through contracts with Valley Outdoor Advertising.

Early efforts were primarily focused on getting the word out about financial assistance programs available during the pandemic, through billboards, bus shelters and bus advertising.  Those efforts included campaigns such as “Lodi Electric CARES” focusing on bill credits and financial assistance, and “Stay Positive” which focused on American Rescue Plan Act funds available to customers facing challenges paying their utility bills.  Other efforts emphasized the benefits of public power including “Discover the Power of Our Community” focusing on the reliable electric service provided by LEU since 1910.  More recent efforts include the “Get Electrified” campaign launched to promote electric vehicle rebate programs.

Valley Outdoor Advertising’s current contract with LEU expires March 31, 2024.  In accordance with Lodi Municipal Code, Section 3.20.070, Valley Outdoor Advertising is the only entity authorized for transit advertising.  By Resolution 2021-257, the City Council authorized a contract with Valley Outdoor Advertising for said purpose.  This Resolution also authorizes the Public Works Director to execute annual extensions.  Should this contract not be extended for any reason, LEU would reserve the right, under the City’s existing contract terms and conditions, to terminate the proposed multi-year agreement.

Staff propose to continue working with Valley Outdoor Advertising, via a three-year agreement, to help keep Lodi residents and businesses informed of LEU program offerings and assistance.  In addition, this proposed agreement provides LEU the opportunity to continue highlighting the benefits of public power as well as the new expanded features that will soon be available through Lodi Connect, the City’s new online customer service web platform.
