body

BACKGROUND INFORMATION:

In July 2021, City Council approved agreements with National Car Charging, LLC and ChargePoint for the replacement, installation, warranty, and maintenance of multiple Level II electric vehicle charging stations.

Replacement of the existing stations installed over 10 years ago was needed as the original equipment had reached the end of its useful life and was unable to be retrofitted with payment capabilities. New charging stations are now available for public use at Hutchins Street Square, City Hall, Finance, Library, Kofu Park, and the Downtown Parking Garage.  An additional station will be installed as part of the current construction improvement activities at Lodi Lake.

As noted in 2021, staff indicated that the newly installed stations would continue to be free of charge to use for approximately one year from the date of install as LEU staff collect data regarding usage, charging session frequency, duration, etc. in an effort to develop a new charging structure for use of the stations which will be presented to Council at a later date for consideration.

This data has now been compiled and staff will provide a presentation to City Council requesting direction on whether to 1) continue offering free public charging; or 2) implement a pilot charge for a period of one year to begin cost recovery efforts for those costs in excess of any grant funding awarded for the project. Based on total project costs less grant funding, full cost recovery would cost the average user $1.75 per hour or $7 for a charging session of 4 hours. This amount is equal to or less than what other non City-owned public charging stations throughout the City charge for use.

Based on City Council’s direction, staff will prepare a future agenda item for City Council consideration and approval.
