BACKGROUND INFORMATION:

This project will provide specialized structural concrete remediation at the Hutchins Street Square Pool (Pool), utilizing pressure epoxy injection to restore the monolithic integrity of the concrete shell and mitigate hydrostatic leakage.

 

Attached investigations by Siegfried Engineering, Inc. (SEI) and Pacific Coast Leak Detection (PCL), identified active seepage through the deep-end concrete shell. Technical assessments revealed:

 

                     Sub-Structural Fractures: Multiple stress fractures exist within the gunite substrate, likely obscured by the existing fiberglass overlay.

                     Permeation Pathways: Hydrostatic pressure is forcing water through compromised pipe penetrations or voids, leading to localized spalling and oxidation of the reinforcing steel (rebar).

                     Acoustic Analysis: Hydrophone testing by PCL confirmed that while the structural fractures are significant enough for water migration, they remain subsurface and require targeted injection rather than simple topical sealing.

 

This project’s proposed remediation serves as a medium-term structural solution until a comprehensive remodel and plaster resurfacing project can be phased into the Capital Improvement Plan.

 

With the intention of completing this project as quickly as possible, Staff utilized the City’s Uniform Public Construction Cost Accounting Act (CUPCCAA) portion of the purchasing policy (for projects estimated under $220,000) to prepare specifications and advertise bids. The specifications are on file in the Public Works Department. The planned bid opening is June 10, 2026. The project estimate is $35,000.

 

Hutchins Street Square Foundation (HSSF) has offered a restricted donation of $40,000 for the project. If the donation is accepted by Council, any monies remaining after the improvements are accepted shall be returned to HSSF. Approval is requested to appropriate the funds received from HSSF to the Parks Capital (43299000.77020).

 

FISCAL IMPACT:

The project will have a minimal impact on annual maintenance costs, however it will reduce the City’s exposure to claims related to the deterioration of the pool’s concrete shell.
