BACKGROUND INFORMATION:
The Turner Road/Hwy 99 Interchange project began construction in mid-April 2023. During construction, the Turner Road/Hwy 99 southbound ramps were closed and traffic was detoured to the Victor Road/Hwy 99 southbound off-ramp. As the project progressed, the City and Caltrans received multiple requests to evaluate a proposed multi-way stop at the Victor Road/Hwy 99 southbound ramp intersection for traffic safety (Exhibit A). This intersection is within Caltrans jurisdiction. Caltrans District 10 Freeway and Highway Operations Branch recommended a temporary multi-way stop control and requested 250 feet of no parking zone on the north side of Victor Road in the vicinity of this intersection to improve the traffic operation during to the construction impact. The contractor installed the necessary signage in May 2023 as shown on Exhibit B.
The interchange project was completed and opened to the public on December 14, 2023. Caltrans and City staff re-evaluated the traffic operations at the Victor Road/Hwy 99 southbound ramp intersection. Both agencies concur that a permanent multi-way stop control at this intersection will continue to improve the traffic operations.
According to California Manual on Uniform Traffic Control Devices (CA MUTCD), the Caltrans District Director is authorized to approve an ordinance or resolution of local authorities prohibiting or restricting parking on a State Highway. A section of no parking zone is within the City of Lodi jurisdiction and the remaining section is within Caltrans jurisdiction. In order to obtain Caltrans approval for the parking restriction, Caltrans requests the City Council adopt a resolution approving the local parking restriction.
Staff recommends amending Traffic Resolution No. 97-148, Section 3 - Street Parking Restriction; by approving 250-foot no parking zone along the north side of Victor Road in the vicinity of Hwy 99 southbound ramps intersection.
