BACKGROUND INFORMATION:

Since August 2022, the Finance Division has used the DebtBook software platform to manage the City’s debt, leases, and subscriptionbased technology agreements in accordance with Government Accounting Standard Board (GASB) Statement No. 87 for Leases and Statement No. 96 for SubscriptionBased Information Technology Arrangements (SBITAs).

 

GASB 87 and GASB 96 were implemented in fiscal year 2022 and fiscal year 2023, respectively. These standards require agencies to report leases and software subscriptions as long-term financial obligations rather than simple annual operating expenses. Instead of reporting annual expenses, agencies must recognize the full value of these agreements on their financial statements which involves detailed calculations such as amortization schedules, present value assessments, and implied interest rates for each agreement. These new reporting requirements highlighted the need for a reliable software to manage and track these obligations accurately.

 

By implementing Debtbook, City has been able to streamline compliance with these standards, improve internal workflow, and enhance the accuracy of financial reporting. This provides greater transparency for the public and ensures longterm financial commitments are presented clearly and accurately.

 

The City’s initial subscription to DebtBook was a one-year agreement effective August 15, 2022 at an annual cost of $9,750. During that period, City staff found the platform effective, user friendly, and well supported by the vendor. Based on that positive experience, the City renewed the subscription for an additional threeyear term through August 15, 2026, for a total amended agreement amount of $45,750.

 

Staff now requests Council authorization for the City Manager to execute Amendment No. 2, which renews the DebtBook subscription for an additional threeyear term and adds funding, amending the total contract amount to not exceed $92,250. This continued investment ensures the City can maintain compliance with GASB standards, support accurate financial reporting, and maintain its commitment to transparency.

 

FISCAL IMPACT:

The cost of the first-year renewal, of Amendment No. 2, is included in the Fiscal Year 2026/27 budget. Future renewal costs will be budgeted in subsequent fiscal years as follows:

 

                     Year 1 - Fiscal Year 2027: $15,000

                     Year 2 - Fiscal Year 2028: $15,500

                     Year 3 - Fiscal Year 2029: $16,000
