BACKGROUND INFORMATION:
The Lodi Police Department (LPD) provides each sworn officer with essential safety equipment, including protective body armor vests, duty belts, holsters, flashlights, batons, and weapons. LPD routinely evaluates and replaces safety equipment to ensure City employees are equipped with reliable and industry-standard protective gear that is in compliance with current law enforcement standards and training requirements. Maintaining uniforms with consistent manufacturers, makes, and models for our equipment is critical to ensure all officers have the same equipment and can be adequately trained on its use.
LC Action Police Supply, located in San Jose, California, is a qualified vendor specializing in law enforcement equipment and public safety supplies. They have supplied equipment to numerous law enforcement agencies throughout California. The City has utilized LC Action Police Supply for more than fifteen (15) years. Throughout these years, the vendor has consistently provided dependable service, competitive pricing, timely delivery, and equipment that meets departmental standards and compatibility requirements. Continued use of the same vendor supports consistency of equipment issued to employees, ensuring consistent training, maintenance, replacement, and operational efficiency.
The supplies and equipment purchases will adhere to the City’s purchasing policy over the next five years and will not exceed $500,000. Approval of this agreement establishes a contractual purchasing mechanism for police supplies and equipment over the next five years, allowing the Police Department to efficiently procure operationally necessary items without returning to City Council for individual purchase approvals, provided purchases remain within the approved budget appropriations and purchasing authority limits.
The agreement does not obligate the City to purchase exclusively from the selected vendor. The Police Department will continue to evaluate pricing, product availability, and operational needs and may procure supplies from alternative vendors when doing so is determined to be fiscally advantageous or otherwise in the City's best interest. Staff will remain responsible for ensuring that purchases comply with the City's purchasing policies and procedures.
By establishing this agreement, the City gains the administrative efficiency of a pre-approved purchasing source while maintaining the flexibility to seek competitive pricing and alternative procurement options when appropriate. This approach reduces the number of routine procurement items requiring Council consideration, allowing staff to respond more quickly to operational needs while continuing to exercise sound fiscal stewardship.
Staff recommends Council approve the purchasing agreement with LC Action Police Supply, LTD of San Jose, CA.
FISCAL IMPACT:
Equipment costs included in the budget. No additional funding is needed.
