BACKGROUND INFORMATION:
In 2013, the accessibility and parking improvements for DeBenedetti Park were completed. This project consisted of two Americans with Disabilities Act (ADA)-compliant parking stalls, accessible paths to the bottom of the north and south basins, and completing the sidewalk along Century Boulevard. In 2014, the Public Works Department added a paved parking lot with 29 standard parking stalls with a turnaround area. In 2017, the parking lot was expanded adding 97 additional standard parking stalls and four additional ADA compliant parking stalls.
The park is heavily used from Spring through Fall for various sports, primarily soccer. Many visitors park on Lower Sacramento Road and a portion of Century Boulevard, most of which is not wide enough to accommodate parallel-parked vehicles. Parks, Recreation and Cultural Services (PRCS) staff received comments from the Police Department and the public about the need for additional parking. Furthermore, portions of the one-mile loop trail is unlit, posing safety and security concerns.
This project includes:
• Expanding the parking area with 171 additional parking stalls, 5 additional ADA-compliant parking stalls, and 10 electric vehicle (EV) charging stalls.
• Lighting for the new and existing parking areas as well as portions of the one-mile loop trail.
• A two-lane road to connect the south parking lot to Century Blvd.
• Water main improvements.
Plans and specifications for this project were approved on April 3, 2024. The City received the following 15 bids for this project on December 4, 2024:

The Public Works Department received numerous resident requests for a crosswalk on Century Boulevard between Mills Avenue and Lower Sacramento Road. Staff conducted an evaluation based on State criteria which included speed, collisions, and peak hour traffic counts including pedestrians and vehicles. During the peak hour student pick up and drop off periods, staff observed a substantial number of pedestrians crossing Century Boulevard at various locations east of Mills Avenue particularly at Sage Way. Considering the peak hour pedestrian volumes coupled with the DeBenedetti Park South Parking Lot Expansion Project, staff anticipates an increase in vehicle and pedestrian activity and recommends the installation of multi-way stop with marked crosswalk at Sage Way to provide a safe crossing for both the Larson Elementary School students and the residents who are enjoying the DeBenedetti Park’s activities.
Staff recommends adopting a resolution awarding the contract for 2024 DeBenedetti Park South Parking Lot Expansion to Western Engineering Contractors, Inc. of Loomis, in the amount of $1,756,104, authorizing the City Manager to execute change orders in an amount not-to-exceed $180,000, and adopting a resolution repealing and replacing Traffic Resolution No. 24-208, and hereby approve a multi-way stop control on Century Boulevard at Sage Way.
