BACKGROUND INFORMATION:

The City has reconstructed various alleys over the past 16 years. The projects have typically included an alley every one to two years, depending on funding levels.  Specific projects are selected based on a citywide alley condition assessment list and are rated based on pavement condition (on a scale of 1-5) and drainage improvement needs (on a scale of 1-5).  Alleys with a rating of “10” are considered the worst.

 

Phase 10 consisted of reconstructing the alley North of Pine Street, between Central Avenue and Garfield Street, as shown on Exhibit A. The project included approximately 13,000 square feet of pavement removal and replacement, two (2) new alley approaches, sidewalk replacement, installation of 500 lineal feet of concrete valley gutter, and other incidental and related work, all as shown on the plans and specifications for the above project.

 

On November 19, 2025, the City Council approved plans and specification for this project, and authorized the City Manager to award the contract to the lowest bidder and execute change orders in a combined amount not-to-exceed $310,000. (Resolution 2025-200)

 

The bid opening was held on March 25, 2026, and the City received the following nine (9) bids:

The project’s contract was executed on April 27, 2026, with A.M. Stephens of Lodi, CA, in the amount of $246,131.62. All work was completed in substantial conformance with the plans and specifications approved by City Council.  The final contract price was $246,131.62. Project photos are shown in Exhibit B.

 

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office.  The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.

 

FISCAL IMPACT:

Funds in the amount of $246,131.62 have already been expended and this project is completed. This project will reduce long-term maintenance costs in the reconstructed alleys and continues the City’s efforts to systematically reconstruct alleys within the Community Development Block Grant (CDBG) service area. 

 

FUNDING AVAILABLE:

This project was funded through a combination of 2025/26 CDBG and 2024/25 TDA Streets Funds.
