RECOMMENDED ACTION:
Adopt a Resolution Authorizing the City Manager to Execute a Professional Services Agreement with T. Mitchell Engineers, Inc., of San Leandro, for Engineering Design and Construction Administration Services for the City of Lodi Compressed Natural Gas (CNG) Fueling System Upgrade, and Appropriate Funds in the amount of $86,600.
body
BACKGROUND INFORMATION:
The City of Lodi operates a Compressed Natural Gas (CNG) fueling station at the Municipal Services Center that serves the City's fleet of 25 transit buses. The system, critical to the operation of transit service in Lodi, undergoes heavy use daily. Initially built in 2002, the existing infrastructure is aging and accumulated a significant number of run hours. Spare parts are increasingly difficult to procure, and frequent breakdowns result in high maintenance costs.
The scope of work for the engineering design and construction administration services consists of developing and preparing construction documents, specifications, instructions to bidders, and construction support for a comprehensive CNG system upgrade. The overall upgrade will include replacement of a compressor, fast fill dispenser, associated valve and communication panels, and all auxiliary equipment. The upgraded infrastructure will increase reliability and safety of the fueling station, which dispenses approximately 91,400 gasoline gallon equivalents of CNG annually.
In December 2024, City staff solicited a request for proposals for engineering design and administration services for this project. In accordance with Federal Transit Administration requirements, the request for proposals was sent to three engineering firms that specialize in CNG fueling station design. One proposal was received, from T. Mitchell Engineers, Inc. Based on the written proposal and consultant qualifications, including experience designing comparable CNG stations in the region, staff recommends retaining T. Mitchell Engineers, Inc. for this project.
The total project budget for the design work is $86,600, including project-related expenses, staff time, and contingencies. Federal Transit Administration Section 5307 and Transportation Development Act funds will be utilized for the design work and proposed construction.
STRATEGIC VISION:
5A. Infrastructure: Invest in innovative infrastructure with a high Return of Investment.
5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT:
The project is critical to City Transit operations. The total project cost is $86,600. There is no impact to the General Fund.
FUNDING AVAILABLE:
This project will be funded by Federal Transit Administration (FTA) Section 5307 and Transportation Development Act (TDA). The City of Lodi will claim FTA and TDA funds for this Transit Capital Expenditure in Fiscal Year 2026/27, upon completion of the project.
