Adopt a Resolution of Intention to approve an amendment to the contract between the Board of Administration of the California Public Employees’ Retirement System and the City Council of the City of Lodi; and waive the first reading and introduce an ordinance amending the contract between the Board of Administration of the California Public Employees’ Retirement System and the City Council of the City of Lodi.

BACKGROUND INFORMATION:
Employee cost sharing provides the City of Lodi (City) an opportunity to save money and help offset pension costs. Specifically, as a California Public Employees’ Retirement System (CalPERS) contracting agency, employee cost sharing allows City employee groups to share a portion of the City’s costs. At its February 18, 2026 City Council meeting, the Council authorized reducing the unrepresented employees cost share. At its July 1, 2026, meeting, the Council specifically approved the following unpresented employee groups reduce their cost share from 6% to 0%: Confidential General Services, Confidential Mid-Management, Council Appointees, and Executive Management; and approved the Police Executive Management group reduce its cost share from 9% to 3%.
To comply with CalPERS’ contract amendment procedures, the Council must take certain administrative steps at this and future Council meetings to finalize the contract amendment. Specifically, at tonight’s meeting, the Council must adopt a resolution of intention to amend its contract with CalPERS and waive the first reading and introduce an ordinance amending the contract between the Board of Administration of the California Public Employees’ Retirement System and the City Council of the City of Lodi. At its September 2, 2026 meeting, the Council will be asked to waive the second reading and adopt the ordinance to finalize its contract amendment with CalPERS.
FISCAL IMPACT:
The reduction in the employee cost share was previously approved by the City Council. Sufficient funding is available within the adopted budget.
