Adopt a Resolution Authorizing the Interim City Manager to Execute Professional Service Agreement with Quest Media and Supplies, Inc., of Roseville, for the 22 South Main Street Building Surveillance System Licensing and Equipment Installation ($63,000)

BACKGROUND INFORMATION:
The City acquired the building at 22 South Main Street, Lodi, CA as part of a transitional housing program. The building originally had a standalone video surveillance system that monitored the premises. The local video server was vandalized during a break-in of the building and could not be repaired to restore services.
Maintaining a modern video surveillance system improves protection of City assets, which includes equipment, infrastructure, and staff. The enhanced video resolution and coverage angles improves identification of faces and vehicles. The digital video surveillance system stores all the footage from the cameras on a digital video recorder, giving a centralized management point for Community Development and Police. The Information Technology Division plans to keep the current location of cameras that monitor parts of the interior and exterior of the building.
In October of 2017, City Council approved resolution 2017-187 for Quest Media and Supply Inc., to install and maintain the City’s video surveillance system. Quest Media and Supply Inc., continues to support and maintain the Avigilon video surveillance system and cameras.
Staff recommends to approve the professional service agreement with Quest Media and Supply Inc. of Roseville, for the purchase and installation of video surveillance cameras at the Main Street Transitional Housing. If Quest is used for this new project, the systems will be on the same network as the City video surveillance system allowing the Police Department to monitor the cameras installed. The Lodi Municipal Code §3.20.070 authorizes dispensing with bids for purchase of supplies, services or equipment when it is in the best interest of the City to do so. Furthermore, staff recommends carrying over any project funds not spent on this project in FY24 to the FY25.

FISCAL IMPACT:
Funding for this project was approved with FY24. Funding this project will enhance security in and around South Main Street Building.
FUNDING AVAILABLE:
Purchase and installation ($63,000) is budgeted in project HPSJ-23001. Contracts and any remaining funds for this project from FY24 should be carried over to FY25.
