BACKGROUND INFORMATION:
All of the traffic control devices, including signs, striping and pavement markings, on City streets are installed and maintained by the City. City staff works with Lodi Unified School District (LUSD) staff in addressing the ongoing traffic circulation requests/concerns around schools (typically loading zones and no parking zones). There are cases that the loading/no parking signage or curb painting installed by the City did not work and LUSD would like to try other options shortly after the implementation, which requires signage, curb painting, and/or pavement marking modifications. These requests often occur when school is out, and typically do not have a large window to get the work performed before school starts back up. The overall intent of this MOU is to streamline these requests and allow for flexibility between City staff and LUSD in trying different alternatives without the City incurring associated costs and/or long-term maintenance of the markings.
Lodi High School is an example where the City removed and replaced nine (9) signs, installed new signs and posts, and removed portions of red curb after meeting with the Lodi High School Vice Principal and Lodi PD School Resource Officer as a result of the bus loading zone and student pickup/drop off zone modifications at the two bus turnouts on Pacific Avenue. Unfortunately, the work did not successfully redirect parents to the designated student pickup/drop off zone, and the school principal would like to try other options.
After meeting with the LUSD Maintenance and Operation staff about the Lodi High School, and 2 additional schools’ traffic concerns and modification requests, both Public Works and LUSD agreed allowing LUSD to implement modifications via MOU will provide LUSD’s flexibility based on the school operation needs, whenever is necessary.
The proposed MOU has a 10-year term, with any proposed modifications requiring a (no-cost) City encroachment permit for approval and record-keeping purposes. The MOU outlines the LUSD responsibilities, such as providing all labor, material and equipment to complete the curb painting and pavement markings; reimburse the City costs for sign modification requests; provides appropriate traffic control; and ongoing maintenance of the work completed by LUSD. The City’s responsibilities will include reviewing and approving the proposed curb painting and pavement marking locations; reviewing and installing proposed signage modifications (with LUSD reimbursement); and performing inspections when necessary.
FISCAL IMPACT:
There are no long-term costs associated with this MOU.
